乾隆八年，一场“金殿验鸟”引出匿灾不报、贪绩婪财的惊天巨案，暴露大清国粮田萎缩、粮仓空匮的危机。因病归乡的刘统勋奉命出山，带领谷山、杜霄等新上任的年轻干臣，冲出重围，以颅为典，执行乾隆的开荒增田大策。苦干两年后，粮田转危为安，国家经济逐渐恢复元气。然而，以铁公南、宋五楼为首的贪腐势力，公然挑战新修的“禁丈”法律，借开荒之名，升科收税，残酷盘剥垦民，使乾隆的垦殖大业功亏一篑。此时，全国十八省中，逾半遭遇百年未遇天灾，全国性粮食危机再度爆发，国本动摇，引发朝野激烈动荡。刘、谷众臣又临危受命，以浙江重灾区为突破口，坚持以法治田，与朝野恶势力展开生死较量，终保住大清国的耕地红线，粮食安全被确立为国家第一要务。可新政甫出，却又面临更尖锐挑战，因开荒过度而引发的生态灾难随之浮现，刘、谷众臣再次赴汤蹈火。8 l @' V* |!
